Recently, an issue arose where certain devices which couldn't use WebGL Version 1 were only able to access WebGL Version 2. With WebGL version 3.0.63, the Scratch app will automatically use the correct version of WebGL and should work just fine.
If you install the latest version of the app, it should resolve your problem.
