ScratchJr only offers one premade sound, which is the pop block. If you'd like to add other sounds, you can use the voice record block. For instance, the example projects on ScratchJr are all using the voice record block.
If the voice record is not available, please make sure to go into your device settings and enable the microphone. If your devices does not have a microphone available, you will, unfortunately, not be able to access this feature.
