This is common with school-managed devices in order to save storage space. When the device is turned off or closed, it will offload the apps, meaning it un-downloads them. Then, when the device is opened again and the apps are clicked on, they are re-downloaded from the app store. This explains the delay in opening that you are experiencing. In order to protect the privacy of our users, ScratchJr was designed so that all data is only stored locally on the app (rather than on a server or in the cloud), so when the app is deleted, or off-loaded in this case, so is all of the user-made content (i.e. projects). This explains why you are losing the projects when the app is reopened.
The offloading/onloading feature can sometimes be changed by IT for managed devices, so we recommend you loop in your IT person and look at how they have set up the management of the devices, if possible.
In the meantime, we recommend sharing projects to email or a shared drive.
